The Canadian legal picture

Online gambling in Canada is regulated province by province. There is no federal prohibition on a Canadian adult playing at an offshore-licensed casino, and provincial regulators generally target operators rather than players.

Ontario is the exception worth understanding. Since April 2022 Ontario has run a closed market through iGaming Ontario, and operators serving Ontarians are expected to hold a local registration.
